Give someone a tickle!

No limit!
Arguements:

user- User to tickle, Defaults to yourself!
Sends a random little tickle GIF to chat with a message to the defined user saying you gave them a tickle.
If user defined was yourself or no user was defined the bot will instead send a more fitting message instead.
