Give someone a slap!

2 seconds user
Max usage:
No limit!
Arguements:

user- User to slap, Defaults to yourself!
Sends a random little slap GIF to chat with a message to the defined user saying you gave them a slap.
If user defined was yourself or no user was defined the bot will instead send a more fitting message and GIF instead.
